MIPE publishes the de minimis scheme for NGO digitization

The Ministry of European Investments and Projects (MIPE) , as coordinator of the National Recovery and Resilience Plan (PNRR) , approved by Order no. 984 of April 11, 2024, published in the Official Gazette on April 19, 2024 , De minimis aid scheme " Digitalization of the sector of non-governmental organizations ". This is the long-awaited financing line from PNRR - Investment I9. Component C7. Digital Transformation.


MIPE publishes the approved de minimis scheme for the digitization of NGOs in Romania, budget 5.3 million euros.

The de minimis scheme for NGO digitization

This scheme is intended for NGOs with economic activity and aims at digital transformation through several measures:

  • Investments in digital infrastructure, including cloud and operational digital services, as well as the development of specific software applications, such as solutions for financial management, human resource management, volunteer management and donor retention.

  • Improving the digital skills of staff and volunteers to provide remote services.

  • Creation of CRM platforms and solutions for beneficiary management.

  • Purchase of hardware equipment.


The scheme will be applicable in all development regions in Romania and has a budget of 5.3 million euros, for the entire period 2024-2026.

It is estimated that a maximum of 180 NGO digitization projects will benefit. A much too small number for the needs of these totally underfunded organizations! Why ? It's an enigma!


A final guide for this call, not yet published, will include details for both categories of eligible NGOs: those with economic activity, which will benefit from a budget of 4.5 million euros from the PNRR, and those without economic activity, which they will also have a budget of 4.5 million euros allocated from the PNRR.
